The 8888 Citizens’ Complaint Hotline is a priority project of President Rodrigo Roa Duterte, allowing the public to report complaints and grievances against government agencies, officials and employees.

Before it was introduced on August 1, 2016, citizens seeking to make a complaint about services provided by a government official or entity was coursed through the 1-6565 or the Contact Center ng Bayan established by the Civil Service Commission (CSC), in collaboration with the Information, Communications and Technology Office-National Computer Center of the Department of Science and Technology, in support of the Republic Act No. 9485 or the Anti-Red Tape Act of 2007.

On October 14, 2016, the President signed Executive Order No. 06, “Institutionalizing the 8888 Citizens’ Complaint Hotline and Establishing the 8888 Citizens’ Complaint Center”. The EO placed the 8888 under the supervision of the Office of the Cabinet Secretary, in charge of all matters in connection to the establishment and institutionalization of 8888.To further strengthen the powers and functions of the Office of the Cabinet Secretary, Executive Order No. 09 was signed by the President.

EO No. 67, s. 2018, among others, mandated the Executive Office to have control and supervision over STAR Office and all its constituent offices under EO No. 9.
